行政院消費者保護委員會（以下簡稱行政院消保會）有鑒於線上網路的糾紛日益增加，乃要求線上遊戲之主管機關經濟部儘速建立線上遊戲之安全機制。經濟部針對線上遊戲發生之四個類型網路安全方面、外掛及衍生之後門/木馬程式、玩家交易爭執及客服服務不週等，研擬「線上遊戲消費者保護機制方案」，並分為網路安全偵測服務、制訂網路安全檢測標準程序、及輔導廠商進行資安環境改善等三個階段實施，全部預計於95年12月前完成。
